为加快重庆国际商事仲裁中心建设，根据《中华人民共和国仲裁法》《重庆仲裁委员会章程》《重庆仲裁委员会仲裁员管理办法》的规定，本会决定面向东南亚国家公开增聘外籍仲裁员。现将有关事项公告如下：

To accelerate the construction of Chongqing International Commercial Arbitration Center, in accordance with the provisions of the "Arbitration Law of the People's Republic of China", the "Articles of Association of Chongqing Arbitration Commission", and the "Administrative Measures for the Arbitrators of Chongqing Arbitration Commission", the Commission decided to openly recruit foreign arbitrators in Southeast Asian countries, with relevant issues announced as follows:

01 申请条件/Application Conditions

申请人除应符合《中华人民共和国仲裁法》第十三条规定的条件外，还应满足下列条件：

（一）基本条件

1.遵守《重庆仲裁委员会章程》《重庆仲裁委员会仲裁规则》《重庆仲裁委员会仲裁员管理办法》等有关规定；

2.公道正派、诚实守信、勤勉高效；

3.能够运用信息化系统和应用程序；

4.熟练掌握英语，具有丰富的办理国际商事案件经验；

5.具有较强的语言表达、文字写作能力；

6.能够保证从事仲裁工作的时间；

7.身体健康，长期办理国际商事案件。

（二）优先聘任条件

符合以下条件的申请人在同等条件下优先考虑：

①具有多个国家律师执业资格；

②系境外知名仲裁机构在册仲裁员；

The applicants shall meet the terms in Article 13 of the "Arbitration Law of the People's Republic of China", and also meet the following conditions:

(I) Basic conditions

1. Abide by the "Articles of Association of Chongqing Arbitration Commission", "Arbitration Rules of Chongqing Arbitration Commission", and "Administrative Measures for the Arbitrators of Chongqing Arbitration Commission";

2. Be fair and decent, honest and trustworthy, diligent and efficient;

3. Be skilled in using information systems and apps;

4. Be proficient in English and have rich experience in handling international commercial cases;

5. Be good at language expression and text writing;

6. Ensure enough time to engage in arbitration work;

7. Be in good health and have rich experience in handling international commercial cases.

(II) Preferred qualifications

Applicants who meet the following conditions will be given priority under equal circumstances:

①Possess legal practice qualifications in multiple countries;

② Be registered arbitrators with internationally renowned arbitration institutions;

02 选聘程序/Recruitment Procedures

（一）申请。申请人应当填写《重庆仲裁委员会仲裁员申请表》（见附件，或者登陆本会官网www.cqac.org.cn首页“通知公告”下载），并按《仲裁员申请材料清单》要求，按时提交申请表及相关材料。

（二）初审。对所有申请材料进行初步审查（包括申请时间、资格条件、资料完善情况等）。

（三）复审。根据择优选聘原则，结合初审情况进行人员筛选。

（四）评审。主任办公会对复审合格人员进行评审，形成拟聘名单。

（五）审定。本会委员会会议对拟聘名单进行审定。

（六）聘任。向受聘仲裁员发放聘书，列入重庆仲裁委仲裁员推荐名册。

(I) Application. The applicant shall fill in the "Application Form for Arbitrators of Chongqing Arbitration Commission" (see the Annex, or download it from "Announcement Column" on the homepage of Chongqing Arbitration Commission website at www.cqac.org.cn), and submit the Application Form and relevant materials in accordance with the "List of Materials for Arbitrator Applicants".

(II) Preliminary review. Conduct preliminary review of all application materials (including application time, qualification requirements, and completeness of the submitted materials, etc.).

(III) Re-examination. According to the principle of selecting based on merit, select suitable candidates based on the preliminary review results.

(IV) Review. The director's office meeting will review the candidates and form a list of proposed recruiting arbitrators.

(V) Approval. The Committee Meeting of the Commission will verify and approve the list of proposed recruiting arbitrators.

(VI) Appointment. Issue the appointment letter to the arbitrators and include them in the arbitrator recommendation list of Chongqing Arbitration Commission.

03 有关事项/Notes

（一）申请时间自公告发布之日起至2025年9月20日止，逾期不再接收申请。

（二）申请人须同时提交电子版及纸质版申请材料，并确保其真实、准确、完整。

电子版申请材料发送至：cqaciac@cqac.org.cn，邮件及文件名称注明“仲裁员申请+姓名+经常居住地”。所提交的全部材料均应扫描为PDF格式后，全部压缩打包完整发送。

纸质版申请材料邮寄至：重庆市渝北区星光大道96号土星B2栋402室（重庆仲裁委员会收），邮单注明“仲裁员申请+姓名+经常居住地”。

（三）是否决定聘任为仲裁员，以发放仲裁员聘书为准，聘任后列入仲裁员名册。如申请人未被聘任，不再专门予以回复。

（四）申请人提供的申请材料，本会将严格保密。纸质版申请材料、电子版申请材料不予退回。

（五）本次公开选聘名额控制在10名以内。

(I) The application starts from the date of this announcement until September 20, 2025. Any application submitted after the deadline will not be accepted.

(II) The applicant shall simultaneously submit true, accurate and complete application materials, in electronic and paper versions.

Please send the electronic materials to cqaciac@cqac.org.cn, with the email and file name uniformly labeled "Arbitrator application + name + habitual residence". Ensure all the materials are scanned into PDF, compressed, packaged and sent completely.

Please mail the paper version to Room 402, Saturn Building B2, No. 96 Starlight Avenue, Yubei District, Chongqing, China (Recipient: Chongqing Arbitration Commission), indicating "Arbitrator application + name + habitual residence" on the mailing slip.

(III) Appointment shall be subject to the issuance of the appointment letter, and the arbitrator will be included in the arbitrator list after appointment. No reply will be made to the applicants if they have not been appointed.

(IV) The Commission will keep the application materials strictly confidential. Electronic and paper materials will not be returned.

(V) The recruitment quota is 10.
